    "content": "Thank you, Hon. Deputy Speaker for giving me a chance to contribute to this Bill. This Bill has come at the right time, when our country is facing drought and therefore lacks water. I am wondering why at the end of this Bill, in the Memorandum of Objects and Reasons, it is said that it does not concern county governments. Everybody here knows that water is one of the functions that have been devolved to county governments. So, this Bill should include county governments so that the Senate can also debate it. County governments have bought many rigs. Those are the people we need to consider. As we register the hydrologists and form this Board, they should not remain in the national Government. They should go to county governments so that they can be close to the people and The electronic version of the Official Hansard Report is for information purposesonly.
