    "content": "Thank you, Hon. Deputy Speaker for giving me this opportunity. Water is usually referred to as life and actually it is. In our recent constitutional dispensation, it was made a right, meaning that it is a duty for the Government to provide its citizens with water. Maybe it has not sunk and there are so many other rights which the Government is not able to provide.
