    "content": "Thank you, Hon. Deputy Speaker. I also beg to support the Motion and to support Hon. Ochieng in calling the House to debate this matter in view of the prevailing environmental circumstances. It is indeed true that we need to change the way we have been doing things. We cannot be a country where when it rains we cry and when it does not rain, we cry. There is a problem. When it rains, we need to have sufficient mechanisms to preserve the water. When it does not rain, the forecasting and planning should project what the country is going to do when there is insufficient rainfall. We continue to live like the early man, just waiting for the vagaries of weather in a country where education has been with us for the last over 100 years. It is time we did things differently. We are speaking to the office bearers and the technocrats. We are speaking to the forecasters. We are speaking to those in the Ministry of Devolution and Planning.
