"content": "Hon. Deputy Speaker, I have noticed that there is a great campaign to ask Kenyans, that we are all Kenyans, as we did a few years ago, to give Kshs1 billion to the Kenya Red Cross. I disagree with that because the Kenya Red Cross is founded by the Kenya Red Cross Society Act, an Act of this Parliament. Our Government can budget for it. With Kshs6 billion that we are told is for relief food, I am shocked that the Kenya Red Cross is still running campaigns to look for money in a certified emergency when the Government could give it the Kshs1 or Kshs2 billion it needs to do its job instead of hitting us on our screens and media. The Kenya Red Cross is credible and they do a lot of work, but I do not think that this is the right time to be asking Kenyans for money. It is the right time for the Government to engage the Kenya Red Cross which is a body that is enshrined in our law with specific tasks to assist the Government in civilian emergencies and relief efforts and give it the money that is needed. If it is necessary, let us pass it at the Supplementary Estimates, so that the Kenya Red Cross has the full resources it needs and does not rely on fundraising to help Kenyans."
