Speaker, the amendment contained in Clause 3 of the Bill proposes to amend Section 5(1)(d) of the Act, to change the process of the appointment of the seven members of the Privatisation Commission from the current process which requires the appointees to be vetted by the relevant Committee of Parliament and instead, these members must be recruited competitively. They must apply for the job, have relevant qualifications and be interviewed. Unlike the case now where the Executive just appoints people then their names are brought to Parliament for vetting."
