    "content": "Thank you, Hon. Speaker. I was just emphasising the issue of performance appraisal. Performance appraisal is very critical. The commissioners should not just be reappointed for the sake of it or based on politics or their relationship with the appointing authority. This is a situation which has brought problems in this country. You find that somebody does not have what it takes and is taken to become a commissioner of that particular parastatal yet there is no value addition. Performance appraisal is simply carrying out an evaluation so as to know how a person performed. It is like getting a report card on how you did. If a report card shows you did very well, definitely it is good for you to be reappointed."
