    "content": "I want to urge Members with proposed amendments to the Public Finance Management (Amendment) Bill to present them to the Legal Department or the Office of the Clerk to avoid the last minute rush. The HBC has also scheduled for debate a Motion for Adoption of the Report on the Ratification of the Agreement between the Government of the Republic of Kenya and the USA concerning Cooperation in Threat Reduction Biological Engagement Programmes. This Report is important to both the Ministry of Livestock and the Ministry of Health in terms of financing their capacity in disease surveillance and control. The House will recall that this matter came up for debate during the Special Sitting on 20th December 2016. However, there was an objection from the Chair of the Departmental Committee on Defence and Foreign Relations regarding the need to consult the Ministry of Defence – and I hope they have done that. I hope that those consultations have been made and the Chairperson of the Departmental Committee on Health can make the clarification when the time comes."
