    "content": "Thank you, Hon. Deputy Speaker. I rise to second the Division of Revenue Bill 2017. This is a very important Bill as it lays the foundation for the formulation of the budget estimates and, thereafter, the County Allocation of Revenue Bill. It is very important that we dispense of this Bill so that there are no delays in the consequent Bills that will allow for smooth sharing of revenue between the two levels of government – the county governments and the national Government."
