    "content": "Hon. Deputy Speaker, as we move on, I also want to mention something on revenue collection in the counties. County governments which were municipal councils before were collecting higher revenue. Right now there is no full disclosure. The county governments because of corruption are not giving full disclosure of how much money or revenue they collect from levies. The law says that this money must be sent to Nairobi, but we do not know how much is brought. So, it is high time we had a framework in place to see how much money county governments collect in every financial year. You can imagine them setting a target of Kshs1 billion and they end up disclosing not even 10 per cent of that. A target is not just something you come up with. It must be realistic or a projection which has been done by evaluating some trend analysis. The corruption at the county level is what is killing this country. We are told that they have borrowed this from the national Government."
