    "content": "I do not know whether everybody appreciates that the buck stops with the President when it comes to the health of Kenyans. Yes, we are devolved but it is the Government of Kenya which is a signatory to most of these agreements where health must be provided to Kenyans. The other thing that I needed to talk about is, as revenue is being collected at the county level, most of the county governments are not able to collect their funds. Even when they collect their funds, they are not accounted for properly. This is because of the laws not being followed properly and people thinking they still had a window to misbehave. I hope that as we are going to the second term of devolution, funds which will be collected will be properly accounted for. It is not enough for the Auditor-General to just point out, this money was given for this yet it was not utilised for that purpose. It is important for auditors---"
