    "content": "I want to raise a concern about pending bills in most county governments. No proper mechanism has been put in place to ensure that bills are paid promptly. Some of the counties have even caused people to commit suicide because of non-payment of bills. It is a sad story in some county governments. That is why the World Bank has allocated additional money to ensure that capacity building is done in the counties to ensure that there is proper management of finances."
