Temporary Deputy Speaker, anytime anyone asks me an achievement that I am most proud of for the nine years that I have been in this House, I have no hesitation other than to state the great work we have done in Budalang'i to control floods and develop infrastructure. I have no doubt saying that having co-chaired the Committee that shepherded this country to a new constitutional dispensation, that ranks as my proudest contribution as a Member of this House. The jewel in the crown of this new constitutional dispensation is devolution without any doubt. If there is anybody out there who believes that devolution could be rolled back or we could go back to the highly centralised system where everything originated and was controlled from Nairobi, then, they are living in the past. Devolution is a train that only has one gear and that is the forward gear and it cannot be reversed.
