In addition to the same being a constitutional requirement for its passage, we have seen many people going to court in the recent past seeking compensation for torture by the Government and Government agencies since Independence and prior to Independence. The Judiciary has had a chequered history of dealing with these issues because on one hand, they appear to be afraid of indicating that there was a systematic conduct of torture by the Government or policy to torture the Opposition and on the other hand, the police had a policy of The electronic version of the Official Hansard Report is for information purposesonly.
