    "content": "The KNCHR is also given powers to monitor the compliance by the state with international treaty obligations relating to torture, cruel or inhuman degrading treatment or punishment. This is important because sometimes the state has got the monopoly to violence and they sometimes end up committing crimes against the citizens and nobody has the powers to investigate or the state cannot investigate itself. This is something which will go a long way in addressing the issues of preventing torture to our citizens."
