    "content": "I support this Bill because it defines torture, cruel and inhuman and degrading treatment. It seeks to prevent all that. It establishes mechanisms for redress, support and assistance. It defines clearly what that is. It is also refreshing that it actually gives an opportunity for an intermediary to act or talk on behalf of the affected person."
