    "content": "I have seen in other parts of this Agreement that support will come from the USA. If you look at the introductory part on Page 11 of the Agreement, you get the impression that the USA will pay. However, the operative parts of this Agreement are not clear as to whether it is the Government of Kenya or the US Government that will be providing the funds for the upgrade. Hon. Speaker, I would have also thought that this is an area that requires expertise. You need people who are learned in the field of biology and very good in chemistry."
