"content": "Thank you, Hon. Speaker. I would not want to interrupt my colleague, but I have to let him know that what he is reading is the Report of the Committee and not the Agreement. In the Agreement, it is stated very clearly that it is the Government of the USA that will pay for all the infrastructural development. Money is already within the Ministry. It has been banked with the Government of Kenya. It is just waiting for the ratification of this treaty. Once the treaty is ratified, the programme will be implemented. Is the Member in order to mislead the House and the public by saying that he does not know who is going to pay the money?"
