    "content": "small payments which allow those perpetrators to go free. When they do that, those perpetrators will go and prey on other children and this problem continues. It is important that we criminalise any parent and anybody who gets to know of a defilement case and does nothing about it. We need to make it a criminal offence for the chief, village manager, parent, guardian or anybody else to allow it to be discussed out of court so that it is clear that this is a deterrent. We should also make sure that there is a very hefty penalty for anybody who commits such an offence. With those few remarks, I support this Bill but with amendments."
