    "content": "Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Bill. I will start by congratulating Hon. Florence Mutua for bringing this Bill. Having said that, the Memorandum of Objects and Reasons for this Bill says that its main objective is to prohibit plea bargaining and collusion in sexual offences which help perpetrators of sexual offences evade justice and become repeat offenders. It also goes further to give opportunities or capabilities to law enforcing agencies to conduct investigations that can stand the test of time in court and to bring about awareness or education on sexual offences.
