    "content": "Mr. Deputy Speaker, Sir, everytime my Ministry prepares contracts, it includes the road itself and also the drainage. This is partly because without proper drainage, the road will not be in its proper state for long. However, sometimes due to constraints of funds, we are not able to do the works as required. In this case, as also in the case of Juja, we have been able to set aside funds to ensure that the drainage is maintained. Also, I wish to note that once we establish the drainage, it is the responsibility of municipal councils, when the road goes through the municipal areas or county council areas, to ensure that the drainage is maintained in a suitable state."
