    "content": "Mr. Deputy Speaker, Sir, I agree that this was not really proper. The Ministry of State for Special Programmes had just been established and the Accounting Officer was the Minister of State for Provincial Administration and Internal Security. When they should have paid this debt, they did not do it. I have just found out last night that, indeed, it should have been the Ministry of State for Provincial Administration and Internal Security to pay and not the Ministry of State for Special Programmes. I am making arrangements by either today or tomorrow to issue a cheque to M/s Mate Enterprises."
