    "content": "Hon. Temporary Deputy Chairman, this amendment seeks to eliminate the requirement of a master’s degree from the qualifications for appointment as a Principal Secretary. Part two of the amendment seeks to reduce the number of years required as professional experience for appointment as a Principal Secretary. The amendment reduces the years from 15 to 10. This was agreed after a lengthy debate between the Committee and the Commission. Instead of 15 years, even 10 years’ experience can also work. Part (b) of the amendment seeks to include the constitutional principal of affirmative action in the nomination of persons as Principal Secretaries."
