    "content": "Thank you, Hon. Temporary Deputy Chairman. I want to support this amendment grudgingly. When we introduce amendments to laws, we need to have clarity in terms of why, for instance, we want to expunge certain parts of this law. Sub clause (2) talks about a person holding a degree from a university recognised in Kenya. We could have merged Sub clause (3) and Sub clause (2) to say “holds a degree or a higher academic qualification.” This would mean that such a person is really competitive. The paragraph on the proposed amendment on 15 years says that one should have been in leadership position or at top management level in the public service. I want to know, because we all live in Kenya, how many people will be top civil servants by the time they will have served for 10 years? If we proceed this way, we are likely to pass a contradictory law that may not help this country. Thank you."
