Temporary Deputy Chairlady, I beg to move: THAT, Clause 5 of the Bill be amended by inserting new paragraphs immediately after paragraph (b) as follows- (c) inserting the words “public administration, management, international relations” immediately after the word “law” appearing in paragraph (a) of subsection (4); (d) deleting the words “seven years work experience in the relevant field” appearing in paragraph (b) of subsection (4) and substituting therefor the words “ten years work experience in the relevant field, of which at, least three, shall be in senior management”. The justification of this amendment is that it expands the list of disciplines from which the director-general or the deputy director-general may be recruited. Previously, only persons who held a degree in law, economics or finance from recognised institutions qualified for that appointment. So, we are just making sure that we give a chance to many Kenyans to apply for that job."
