"content": "Thank you, Hon. Temporary Deputy Speaker. The object and purpose of this Bill is to give effect to Article 25(a) and Article 29(d) of the Constitution which deals with prohibition of any form of torture, cruelty, inhuman and degrading treatment or punishment and gives effect to Kenya’s obligation as a state party to the United Nations (UN) Convention against Torture and other cruel, inhuman or degrading treatment or punishment. We draw this from our Constitution and our obligation as a state party to the UN Convention. The development of this legislation is a testimony and an affirmation by the State and the Government, led by President Uhuru Kenyatta, that it recognises the inherent dignity of a human being; the right to dignity. That dignity must be respected and protected."
