    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. I think Kenya should join civilised societies which do not support torture at all. To that extent, I rise to support this Bill. In any event, our Constitution is quite clear that torture is prohibited in this country. Therefore, we need a statutory instrument which is going to effect the provisions of the Constitution. However, allow me to raise some reservations. I wonder why some of these ideas emanate from western countries. As we all know, their guarantor of security is the United States of America (USA) through an initiative called the North Atlantic Treaty Organisation (NATO). I always wonder if at all USA is the guarantor of security and is also deemed as the best example of a good democratic society, why is it that they still have Guantanamo Bay or who do they practise water boarding with?
