But besides that, if you look at it in terms of what I was bringing out, you are still getting back to the same institutions and agencies by telling them what has happened and then you go to a second level of the same agencies. These are exactly the kinds of issues that I was trying to bring out in the sense that there are areas where it is not easy to get this information. But there are other areas in terms of the geography of this country, where a lot more times, victims of torture do not have this information that we are talking about or fear, for example, reporting to the police. So, where else do they go to?
