"content": "Forceful circumcision has not been included in this Bill. Some cultures do not circumcise their people, but some people have been forcefully circumcised in villages and cities against their wish and left to bleed. Some have even died. That is torture. That should be included in this Bill either as physical or mental torture because when you circumcise somebody, you are subjecting them to pain they had not prepared themselves for. We should not force them. Anybody who practises this should know that the law is now in place. We need to go forward."
