    "content": "I support this Bill wholly. It should be made very clear that the basis of this Bill is in the definition. They have said that it is on cruel, inhuman and degrading treatment or punishment inflicted by a public officer or a person acting on behalf of a public officer. That is the gist of this whole Bill because even though as a country or Government we have so many Bills, we do try to streamline the behaviour of people and human beings in general. This Bill provides a legal framework for prevention, prohibition and punishment to acts of torture and ill treatment. It is about time that we join hands with other countries to ensure that we are at par with the UN Convention against Torture.
