    "content": "Mr. Deputy Speaker, Sir, consultation was done with all the stakeholders in the area. Taita Taveta County Council, in conjunction with the project programmes that I mentioned earlier, have come to the conclusion that the land belongs to the County Council of Taveta. It was not until when this project was completed and put to use in the year 2009 that Mrs. Grace and two other persons came out and disputed the ownership of the land which led to the whole matter being taken to court. So, consultations were done before implementation of the project took place."
