    "content": "Hon. Speaker, I want to thank my senior, Hon. Midiwo, on his interrogation of that issue. I also want to inform him, if he so allows me because he is my friend, that in terms of the new Constitution, any approval by the previous municipal councils or the councillors for that matter from 2010, is null and void. That is because the Constitution does not allow that. I am not pre-empting my report, but it is good that I give you that information. That matter cannot be taken back to when approvals were done by the councils. This is community land."
