    "content": "The idea behind this amendment is to ensure that the public participates in the process so that if the matter is not brought before Parliament as previously envisaged--- In the past, it was clearly provided that Parliament must approve the appointment of commissioners, but this amendment as introduced, suggests that this process be left to the Executive alone. The principle of governance under Article 10 of the Constitution includes democracy, participation of the people, transparency and accountability. The proposal seeks to remove the participation of the people. The role of Parliament is clear. Whatever we do here is on behalf of the people. It, therefore, seeks to reinstate the requirement for approval by Parliament."
