    "content": "Thank you, Hon. Temporary Deputy Speaker. I am rising on a point of order on the question of relevance. As much as Hon. Jakoyo is raising pertinent issues relating to the economy and the banking sector, is he in order to be raising some of these issues on the pretext of a Bill that has nothing to do with the issues that he is talking about? He has said nothing to do with the Bill. He is one of the Members who said, as I was watching from outside before I walked in, that he does not understand what this Bill is about. Therefore, I wanted to ask that Hon. Jakoyo be found out of order on the point of irrelevance. He does not understand what the Bill is all about. He needs to allow those of us who understand what the Bill is about to transact business on the basis of the Bill. Of course, the issues he is raising are quite weighty but in the wrong forum and at the wrong point."
