    "content": "The other thing about this policy is that it will be proactive. It will be shared between the national Government and county governments. That brings up to the issue of the need to do things in a coordinated way. Right now, we have 47 counties and the national Government and we need to have a uniform way of planning cities and maintaining buildings in the cities. In other words, this Policy Paper calls for coordinated investment and it will go a long way to ensure that we have sanity in the sector."
