    "content": "I am proposing that we improve what currently appears in Clause 37(1), so that it is clear who will conduct elections. Currently, it just indicates that there will be elections without indicating who will do it. We are recommending that the members of the Board immediately before the enactment of the Act shall conduct the first elections of the Board within twelve months. The list of directors already exists, but not through a statute. So, this is to grant further provision so that they can conduct the first transition elections and move to the new dispensation. That is why we are proposing that the current Board is the one to conduct the first elections."
