Mungatana made reference to the history of constitutional amendments in our jurisdiction and stated that whenever constitutional amendments were proposed through the years, they had focused on one specific issue so as to allow the House to mull over the issue and to conclusively debate it before deciding whether or not to accept the amendment. In concluding his remarks, hon. Mungatana proposed that the Minister withdraws the Bill and re-drafts it so as to bring each issue separately for debate before the House."
