    "content": "follow like the challenges in accessing medical services, education and most of the other basic things in life. That is why, as leaders, we have gone out of our way to mitigate that challenge by putting up structures. Hon. Temporary Deputy Speaker, in my constituency - and I have been to your constituency where I saw you have done as much - we have set up dispensaries. I have set up dispensaries in Nyang’eni, Kerera, Nyamagwa, Birongo, Kiogoro, Kegati, Ibeno, Keumbu, Kirikendo, Otamba, Masongo and Nyasancha. However, the most unfortunate part of it is that most of those health centres and hospitals are poorly equipped. We do not have doctors and clinical officers to run them. We do not have clinical officers to help us ensure people get quality services. In a few cases where we have them, they are not motivated enough to serve the people. That poses a serious challenge. As a nation, we have to address it. I believe this Bill will, somewhat, try to address that concern."
