    "content": "Clause 27(a)(3) says that you need one year to comply. It is important to have SACCOs in existence. Once this Bill comes into law, those SACCOs will comply and get their licences. Clause 27(a)(4) says that the existing co-operatives will not be allowed to change their by-laws until they get approval from the Authority. That is in line and proper so that they do not go ahead and change many by-laws without getting authority or approval from the Authority."
