    "content": "The Bill gives these institutions about a year before they are issued with licences. This is very important because the Authority will have opportunity to assess all the institutions that want to join as a DTSs to have a background check especially their financial instability and the kinds of activities they have been engaging with, so that the moment they are issued with licences, it will be giving them a clean bill. They can do whatever pertains to the borrowing, lending and deposit taking from their customers. It is very important for us to have a proper background check of one year, so that they are monitored before they are given licences."
