Cheptumo was talking in desperation saying how food is a basic necessity for a human being and how security is a basic necessity in a country. It is very basic. Cattle rustling is becoming an issue that is affecting the whole country. Most of the resources are going to that side yet it is not solving this problem. There have been attacks and counterattacks and in the process, people are dying. A time has come when we have to get a solution to that area. The solution is very simple.
