    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No.45(2)(b) to seek a statement from the Chairperson of the Standing Committee on Finance, Commerce and Budget on Double Taxation via Collection of Cess on Agricultural Produce by County Governments. In the statement, the Chairperson should:- (a) Explain the current policy and legal framework relating to the payment of cess on agricultural products, especially when they are transported from one county to another. (b) Confirm whether there are incidences of double taxation through cess collection from farmers transporting agricultural produce from one county to another. (c) State measures that the national Government has put in place to stop double taxation and ensure that cess is paid to the county of origin of the agricultural produce. The Speaker (Hon.
