"content": "dispense with that Bill in the soonest time possible in the next few days. We have the sister Bill which is the County Allocation of Revenue Bill. Again, that is a very critical Bill that must be dispensed with in the shortest time possible. So, we have no alternative. We have to raise the numbers, work hard, devise new ways of getting quorum and perhaps, shortening debate without altering its quality. We have those kinds of Bills. Even with regard to Bills that give effect to devolution, I can highlight, for example, The Kenya Roads Bill (National Assembly Bill No.26 of 2015) which went through the Second Reading yesterday. That Bill will be committed to a Committee. It is an important Bill which will help us deal with the issue of the sharing of functions between the national and county governments in road construction. Some counties went to court last year and got judgement against the Kenya Rural Roads Authority (KeRRA). Some roads are not being maintained or constructed in those counties simply because of that court order. It is a High Court order of last year involving not less than 29 out of the 47 counties. So, this Bill is important. Mr. Temporary Speaker, Sir, we also have The Physical Planning Bill (National Assembly Bill No. 46 of 2015) which, again is important for devolution. Allow me also to mention the following other Bills that I think are critical for the information and attention of the honourable colleagues:- (a) The Cash Disbursement Schedule for counties which normally is a legislative product we must deal with; (b)The vetting report on nominees to the Climate Change Council which is already before us; (c)The Presidential Memoranda on the Petroleum Exploration Development and Production Bill and on the Energy Bill (d) The County Assembly Services Bill (Senate Bill No.27 of 2014) (e) The Assumption of Office of Governor Bill (Senate Bill No. 10 of 2016) (f)Review of the Senate Standing Orders (g) The Impeachment Procedure Bill (Senate Bill No. 8 of 2016) (i) The Parliamentary Powers and Privileges Bill (National Assembly No.35 of 2014). (j) The Intergovernmental Relations (Amendment) Bill. (k) The Preservation of Human Dignity and Enforcement of Economic and Social Rights Bill (Senate Bill No. 8 of 2015) (l) The County Statutory Instruments Bill (Senate Bill No. 10 of 2015) (m) The County Governments (Amendment) Bill No.2 on the Suspension of a County Government. You may remember we had an issue of possible suspension of a county government, Makueni County, two years ago. So, regarding those Bills, including Sen. Judith Sijeny’s Bill, the Constitution of Kenya (Amendment) Bill, Senate Bill No.16 of 2015, time has come for us one way or the other to say emphatically we support the agenda of the women of Kenya. As the Leader of Majority, I express my total support for this Bill that is aimed at empowering our mothers, sisters and daughters. As a man and leader in this country, we support it.
