    "content": "Thank you, Hon. Temporary Deputy Chairman. As I said earlier on, if you look at the new clause, you will find that it has the same reasoning like the one we had rejected. We are saying that county assemblies, just as the National Assembly, have been given a bigger mandate in the budget-making process. We want to allow more time for the assemblies to look at the budgets. What Hon. Mary is saying, if you just allow her more time, is that we should allow county assemblies to look at the Budget more keenly and make informed decisions."
