"content": "For the first time, I do not even want to say “as it is on the Order Paper.” I want to read it out one by one. It says: “119A (1) Subject to the provisions of section 119, the following criteria shall be considered by the County Treasury in granting approval to a county government entity to open and operate a county government bank account— (a) all county exchequer accounts shall be opened at the Central Bank of Kenya;” I have no problem with that. On (b) is where I will do a further amendment and I will read it: “(b) for avoidance of doubt, all county government bank accounts shall be opened at the Central Bank of Kenya except for imprest bank accounts for petty cash which shall be opened at a government-owned bank designated by the County Treasury.” So, I have only added “a government-owned bank”. The rest are very clear. My justification for that is that this amendment is to address the issue of apparent claims of county governments and county entities operating a number of bank accounts."
