    "content": "Thank you, Hon. Temporary Deputy Chairman. The intention of this amendment is very good. If you look at all the amendments being made to the Public Finance Management (PFM) Act, you will realise that they lean towards what we call ‘a treasury single account’. To me, this is the most important amendment out of the many amendments we have made in this law. This amendment is trying to help towards that end. I think we need to be a bit careful. We have allowed county governments to open accounts with the CBK. I suggest that we allow them to open other low level accounts based on their own decisions. What is the definition and functions of the CBK?"
