What we are trying to kill is the use of cash. Let us go digital so that if you pay somebody you would just have paying advice. This can work with the CBK. The other amendment which we were further amending, is with regard to a situation where the imprest sum is Kshs1 billion. We are saying that, that kind of money should not be taken to a private bank for purposes of speculation. There is a lot of money belonging to counties speculating around in private banks. What we want to end up with is the bank. If you are in the County of Siaya, the only banks open to you are Consolidated Bank, National Bank of Kenya (NBK), Kenya Commercial Bank (KCB), Cooperative Bank and the Development Bank of Kenya. That will ensure that our monies are not touched. Most of the private banks have foreign connections. We must cure this."
