    "content": "We are not going to change the law in the Second Reading. You cannot withdraw the Bill and write a new law by the Committee. The Bill should be debated the way it is, but the Committee should come up with amendments. I do not know why we should be stopped from debating this Bill now when the Committee has an opportunity at the Committee of the whole House to submit whatever amendments they generate from meetings with stakeholders. The biggest public participation in Kenya happens here."
