    "content": "The Member for Gem was not even forewarned. A Mover should be given a warning of about five minutes, not the usual one minute. Some of the Members do not know that the yellow light indicates a balance of one minute and the red indicates a balance of 30 seconds. I have seen some Members sit down when they see the yellow light. However, a Mover of a Bill should be given a warning of five minutes. Please give him his five minutes."
