    "content": "Hon. Temporary Deputy Chairlady, I beg to move: THAT, Clause 16 of the Bill be deleted. This amendment seeks to delete this clause which amends Section 60 on authorisation of payment of guarantees. The justification here is that the proposed provision that the Controller of Budget shall receive a certificate from the Attorney-General as sufficient authority to approve withdrawals from the Consolidated Fund for purposes of payment of guarantees is against Article 249(2)(b) of the Constitution on the independence of the Office of the Controller of Budget."
