    "content": "This is a very straightforward amendment which says that the money which goes to county governments is approved by the Controller of Budget, of course, in consultation with a number of other institutions. The National Treasury is under obligation to publicise and put in their website how much they are sending to counties and for what Vote, so that a citizen in Migori, Kitui, Garissa or Siaya counties can just go to their website on a monthly basis and see the resources that are sent to his county and its intended purposes. That is the import of the first amendment. Of course, I have some other amendments under the same section."
